Is this a good video game idea?

A series of revolts in Russia lead to a new formed government, dictatored by an evil man, and he has his sights set on destroying the U.S. They plan on detonating a nuclear explosive device in 8 different cities in the U.S, yet only 3 people know the actual codes to activate the device, so the U.S sends the army to New Russia to compromise all three of the people before the devastating Attack occurs.
