Why are the Democrats going back on their promise not to raise taxes on the middle cl with Health Care?

Also, the Bush tax cuts are scheduled to expire next year and so far there doesn't appear to be any effort to extend them. Of course the administration will claim that they didn't "raise" the rates but in effect that's what it will be.
