Stemma of Modica (motto??)?

Ok so my mums family is from the town of Modica and for my high school graduation they gave me my grandpa pocket watch and i wanted to put something on it to remember him by and he was always very proud of being Sicilian but also coming from the town of modica so i did some looking around and i found what looks to be the crest of modica and on the crest the bird is holding a banner with some words on it but i cant seem to find one(pic) that is big enough for me to read it. Now i really don't speak much Italian at all and no Sicilian so that also does not help reading the words. i was wondering if any one knew something about modica and its crest or if it has like a motto or something like that.what i could get from the pic was this (Contga a Modica) not sure if that will help anyone i tried looking this up in Google and could not find anything.
