Are Little girls clothes to mature?

I know that these days lots of little girls are wearing tube tops and mini skirts with high heels. My little girl loves clothes so i but her lots of things but nothing that makes her look too exposed. What i dont understand is how parents can but their little girls tube tops. My neighborhood is very safe so teens and kids can wear more showy things than in a big city with lots of molesters but does it really make sense to buy a five year old a tube top? they dont even have the to hold it up. one day i was in the city christmas shopping and i saw a little girl about 5 years old in tube top and some jeans. i noticed an older guy looking at her and immediately told her mother. they left right awy and thanked me. so my questions is how can parents but their little girls y clothing when they live in big cities with lots of molestors around? its one thing to but a child a tube top just for fun but its another to let her wear it in a big city with people lurking around everywhere. my 6 year old has 2 or 3 tube tops because she likes being like her sister but we livein a quiet neighborhood where nothing happens and she only wears it arund the house. If she wears it out she has a sweater over it.
