Aquarius guy says he does not want to fall in love becs he promised his mom that he will not!!?

there was dis aqua person in my pal's ofc who used to look at her a lot,he used to stare at her .. then he made conversation & after that he tried becoming a friend of hers,he used to mail her regularly, tried to talk to her al the time & asked her to cal him...once he even told her he wanted a relationship..but then covered it up saying dat he was being to sentimental and to 4get it.. she too started liking him.after an year of being pals she asked him if he tot she had feelings for him..he said ya he thought so and he could not do it becas he had promised his mom that he would not fal in love..wel wat do u infer from his behaviour..some external opinion will be really helpful...even after telling al this he is stil v much interested in her...wel my opinion was that he was jus leading her on when he had no intention of commmiting..but my frnd likes him a lot..she feels that he loves her but will need bit of pushing b4 he goes any further...is there any chance for them....and also do list out if possible the various signs to sho that an aqua person is interested in u....they seem to b v different from the rest of us..v emotionally insecure....
